That's pretty good, though if I had to describe it, I'd probably say that it's inconsistent.

There's some wonderfully intricate details in the rose on her hair, though the rest of the picture uses thicker lines which allows for less detail. While it's nice to have detailed accents like that, too much contrast and it will either make the rose look too detailed, like you got that from another source, or make the rest of the picture not detailed enough, where it looks like you got a little lazy after drawing the rose.

Nitpicking further, I don't like the effect you used on the feather. If I had to guess, I'd say that you used a feather brush and applied an inner glow layer mode. I don't like the fact that this created a rather jagged, unrefined edge, which gives the feeling that you enlarged a low-res picture. Instead, try using the feather brush, and applying a slight gaussain blur, then masking the blurred image with the original brush, after which creating another layer with a very slight inner glow. Furthermore, there's no true black in the feather, which makes it seem out of place against your pure black lineart. Either darken the feather, or use a more pure gradient (or solid) when applying the effect.

All in all, though, It's pretty good lineart considering that you used a mouse. I can never get consistent line weights like you have here when I use my mouse (heck, I can't get consistent line weights with my tablet), and it has a very nice "manga" quality feel to it. I'm interested to see you you'll color it now, or rather, if you color it. If you want a more cell-shaded feel, don't color the lineart, but if you want a softer feel, then lock transparency on this layer to color it.
